This report focuses on the development and implementation of artificial intelligence (AI) in Kazakhstan.

Kazakhstan is actively building a new digital reality where AI is a key tool for economic modernization, human capital development, and strengthening international competitiveness. The Ministry of Artificial Intelligence and Digital Development established the foundations of the national AI ecosystem in 2025, focusing on institutional and regulatory environment, digital infrastructure, and human capital development. The report also highlights the innovation and entrepreneurial environment, including fintech and deeptech startups, applied AI solutions, and pilot industry projects. It assesses progress, gaps, and maturity levels in government policy, infrastructure, human resources, innovation, and technology adoption, benchmarking Kazakhstan’s AI ecosystem internationally and aiming to stimulate cooperation among government, business, experts, and international partners.
