WEF β An Analysis of Generative Artificial Intelligence and International
Summary
Generative artificial intelligence (GAI) has rapidly advanced with the adoption of large language models (LLMs), leading to international discussions on ethical and political challenges in trade policy.
Efforts to implement ethical guidelines and regulations at a national level have resulted in fragmented requirements that could hinder the use of GAI and create trade frictions. The World Trade Organization (WTO) is seen as a key platform for harmonizing the regulation of GAI. Concerns include the global spread of GAI, efficiency benefits for businesses, regulatory efforts by international bodies and governments, trade implications, transparency issues, and potential impacts on employment and the environment. Recommendations include educational initiatives, legislative transparency, review and adaptation of trade rules, addressing bias and fairness, and collaborative development of guidelines. Cooperation at the WTO is essential to ensure that GAI is developed in a fair and safe manner for global benefit.
