IRENA & GWEC – Enabling frameworks offshore wind, 2023
Summary
The annual UN climate change conferences have been urging countries to take action in response to the increasing impact of climate change.
However, the Intergovernmental Panel on Climate Change's 2023 report has indicated that the international community is falling short of limiting global warming to 1.5°C, as required by the Paris Agreement and Glasgow Climate Pact. The report states that the global temperature has already risen by 1.1°C. Additionally, IRENA's World Energy Transition Outlook 2023 highlights that the energy transition is not progressing as expected, with the aftermath of the COVID-19 pandemic and the Ukraine crisis exacerbating barriers to global energy transition efforts. The report emphasizes that limiting global warming to 1.5°C will necessitate reducing carbon dioxide emissions by approximately 37 gigatonnes from 2022 levels to achieve a net-zero scenario in the energy sector by 2050. Achieving a net-zero future will require decarbonization of the power sector and a complete transformation in how energy is consumed and produced. Despite some progress, there is still a significant gap between the current deployment of energy transition technologies and the levels necessary to meet the goals of the Paris Agreement.
