Summary
Environmental, social, and governance (ESG) considerations have always been important in the oil and gas industry.
These factors have gained mainstream attention, particularly regarding climate policy. The industry has long focused on social license to operate and governance issues, especially in countries with less developed regulatory systems. Despite the current emphasis on environmental concerns in ESG reporting, social and governance components have always been integral to oil and gas companies' strategies. As the industry transitions to more sustainable practices, ESG principles are crucial for aligning business operations with societal and investor expectations. The industry is experiencing a paradigm shift where ESG compliance is now seen as a business necessity. Third-party organizations provide ESG ratings and rankings to help investors assess risks, especially in light of climate change concerns and institutional investors' changing attitudes towards fossil fuel assets. This discussion paper examines current developments in ESG reporting and ratings, with a focus on the oil and gas industry, using a multi-criteria analysis methodology to identify key risks and opportunities for policymakers and industry players. It also uses the Kingdom of Saudi Arabia as a case study due to its significance as a major oil producer and its ongoing economic diversification efforts. The KSA's experiences offer valuable insights for the industry as a whole, particularly as national-level ESG reporting guidance is developed.
