KAPSARC – The Circular Carbon Economy Index 2025 Results

The report presents the results of the 2025 Circular Carbon Economy (CCE) Index, which tracks global progress toward net-zero emissions through a circular carbon economy framework.

It includes an updated indicator framework with new and revised indicators to assess countries' performance in emissions circularity. The report highlights incremental progress in 2025 with an average year-on-year improvement of 1.5% in countries’ total scores, uneven progress across technologies, sectors, and countries, and the need for stronger policy environments and scaling up clean technologies and finance to close performance gaps. The index incorporates five years of data collection and stakeholder engagement to provide a robust framework for tracking the net-zero transition globally.
