7% decrease in solar deployment. Despite this contraction, the EU met its 320 GWAC (400 GWDC) solar capacity milestone for 2025. Solar became the largest electricity source in the EU in June 2025, with over 13% annual share in power supply. The contraction is mainly due to a sharp decline in rooftop solar caused by phased-out home solar support schemes. Utility-scale solar installations grew strongly but could not fully offset the residential market decline. Structural challenges such as grid congestion, curtailment, falling capture prices, stagnating electrification, unresolved flexibility and storage needs, and permitting barriers impact market growth. The outlook warns policymakers that solar energy is critical and requires urgent action to avoid further decline. The market outlook has been revised downward, anticipating two more years of decline and a 12% reduction in the medium scenario forecast for 2030.
