IEA – Energy System Resilience: Lessons Learned from Ukraine

This report focuses on energy system resilience, drawing lessons from Ukraine's experience during Russia's full-scale invasion in 2022.

It addresses both long-term energy security through infrastructure investment and diverse supply sources, and short-term resilience by improving the ability to cope with events beyond standard planning conditions. The report highlights measures applicable to cyberattacks, physical attacks, severe weather, and infrastructure failures, offering guidance for policymakers and regulators worldwide. It also includes a 10-point plan and roadmap for decentralizing Ukraine's power system, providing valuable insights for IEA Member countries and beyond.
