The Circular Carbon Economy (CCE) Index evaluates countries' progress towards achieving net-zero emissions and their preparedness for the transition to a low-carbon economy.
The index is based on quantitative data from 38 sources and covers countries representing 90% of global GDP and carbon emissions. Countries are scored on a scale of 0-100 for indicators related to CCE Performance, CCE Enablers, and enabling areas such as policy, technology, finance, and business environment. In 2023, Norway, the United Kingdom, and the Netherlands rank as the top three countries in the CCE Index, while Ethiopia, Uganda, and Tanzania are at the bottom. High-income countries dominate the top rankings, with Norway leading by a significant margin. Norway excels in areas such as renewable energy, electrification, and carbon capture, while other countries play to their strengths in different aspects of the circular carbon economy. Switzerland, Germany, and the Netherlands lead in CCE Enablers, with countries excelling in policy, technology, finance, business environment, and overall system resilience. The differences between the top and bottom performers in these areas are substantial, highlighting the need for concerted efforts to accelerate the transition to a low-carbon economy globally.
