Summary
The Transparency International Corruption Perceptions Index (CPI) for 2023 reveals that the majority of countries worldwide continue to struggle with corruption.
With over two-thirds of countries scoring below 50 out of 100, it is evident that there are serious corruption problems globally. The global average score remains stagnant at 43, indicating little to no progress in the fight against corruption over the past decade. Furthermore, this year saw 23 countries reaching their lowest scores to date. The weakening of justice systems globally is a major contributing factor to the proliferation of corruption. Leaders, regardless of whether they are authoritarian or democratic, are undermining justice, resulting in diminished accountability for public officials. This in turn allows corruption to thrive and even encourages it, as there are no consequences for criminals. Corrupt practices such as bribery and abuse of power have become pervasive in many courts and other justice institutions worldwide. In such an environment, vulnerable individuals are denied access to justice, while the rich and powerful exploit and control the justice system for their own benefit, at the expense of the common good. While countries that rank high on the CPI may appear to have less corruption, they too face challenges related to impunity. Many cross-border corruption cases involve companies from these top-scoring countries engaging in bribery when conducting business abroad. Additionally, professionals who enable foreign corrupt officials or facilitate secrecy have also been implicated in such cases. Surprisingly, countries that rank highly often fail to pursue individuals involved in transnational corruption and those who aid them. Overall, the Transparency International CPI for 2023 highlights the urgent need for stronger anti-corruption efforts globally, with particular emphasis on reforming justice systems and enhancing accountability for public officials.
