World Health Organization – Artificial Intelligence Is Reshaping Health Systems

Artificial intelligence is transforming health systems by reshaping care planning, delivery, and governance.

This report presents the first assessment of AI integration across the WHO European Region, based on data from the 2024–2025 survey on AI for health care. It examines national strategies, governance models, legal and ethical frameworks, workforce readiness, data governance, stakeholder engagement, private sector roles, and AI application uptake. Insights from 50 Member States highlight opportunities, challenges, emerging trends, gaps, and best practices, aiming to guide policymakers towards coherent, ethical, and people-centred AI approaches in health care.
