With the 2030 Digital Decade milestone approaching, it is crucial for European nations to prioritize resilient and sovereign digital infrastructures. This edition not only assesses digital transformation in 2022 and 2023 but also reflects on trends over the past four years, offering insights and best practices for those interested in eGovernment. The benchmark examines eGovernment in EU27, Iceland, Norway, Switzerland, Albania, Montenegro, North Macedonia, Serbia, Turkey, Moldova, and Ukraine. Mystery Shoppers assessed websites related to key government domains, with an average of 396 websites per EU27 member state. The study evaluates online public services on four dimensions and 14 indicators, with 48 survey questions.
