Summary
The Global Cybersecurity Index (GCI) measures countries' commitment to cybersecurity across five pillars: Legal, Technical, Organizational, Capacity development, and Cooperation.
Launched by the International Telecommunication Union in 2015, the GCI helps countries identify areas for improvement and encourages them to build capacity and capabilities. Since 2021, countries have increased their cybersecurity actions, with the global average score rising to 65.7/100. The legal pillar is the strongest for most countries, while capacity development and technical pillars are weaker. Each region has countries at different stages of cybersecurity commitment, measured in five tiers with Tier 1 being the highest. This allows countries to identify role models for improvement. Tier performance varies by region, reflecting the differing levels of cybersecurity commitment worldwide.
