The authors of this publication emphasize that neurotechnology is a complex and promising field that combines various disciplines, such as neuroscience, chemistry, biotechnology, computer science, pharmaceuticals, and medical technology.
The potential benefits of neurotechnology for individuals with disabilities are significant, but it also raises ethical concerns when misused. These concerns involve the impact of neurotechnology on our identity, autonomy, privacy, emotions, behaviors, and overall well-being as humans. To address these concerns and ensure the responsible and effective use of neurotechnology, the authors argue for the development of a well-crafted governance model. Such a model should be informed by a comprehensive understanding of the scientific and technological landscape surrounding neurotechnology. This publication aims to provide this understanding and support the policy discussion among the 194 Member States of UNESCO.
