Summary
In January 2022, GCMD initiated a study with DNV Maritime Advisory to establish the safety and operational parameters for conducting ammonia bunkering pilots in Singapore.
The study involved collaboration with Surbana Jurong and the Singapore Maritime Academy to create a framework for implementing a pilot project that could be applied industry-wide. The consortium consulted with various stakeholders in the ammonia value chain and regulatory agencies to develop recommendations for the pilot, including forecasting demand, selecting sites, assessing risks, and estimating costs. The resulting report, "Safety and Operational Guidelines for Piloting Ammonia Bunkering in Singapore," was published in April 2023. A competency framework extracted from the report aims to guide maritime stakeholders in understanding the requirements for personnel handling ammonia as a marine fuel. While this framework is not yet a formal standard under the International Maritime Organization, it provides a foundation for developing a training program compliant with international standards.
